The Taxpayer emphasized that without billing documents and a final price agreement, the tax liability was not legally met in 2021.

Since there was no evidence of payment or due dates in 2021, the Board of Judges asserted that the Respondent's adjustment lacked strong evidence and contradicted prevailing regulations.
