In the case of PT PV, the Respondent issued a negative COGS correction based on VAT Input discrepancies, which was then "grossed up" by a 10% margin to establish a positive revenue correction. However, this argument was dismissed when the Taxpayer successfully proved that the discrepancy did not constitute hidden taxable income.

The Conflict: Administrative Equalization vs. Factual Accounting Data and Exchange Rate Discrepancies

The core of the conflict lay in the differing methodologies: the auditor's use of administrative equalization versus the Taxpayer's use of factual accounting data. PT PV explained that the Rp8.2 billion COGS difference originated from a reversal of 2013 purchase transactions recorded in 2016 and exchange rate differences between the Minister of Finance Rate (for VAT) and the Central Bank (BI) Mid Rate (for CIT). The Taxpayer emphasized that equalization is merely a preliminary indicator, not final evidence of unreported income.

The Board of Judges ruled that equalization techniques must be supported by competent evidence, not just mathematical assumptions. After examining General Ledger evidence, Import Declaration (PIB) documents, and exchange rate reconciliations presented during the trial, the Board concluded that the Taxpayer's arguments were logical and supported by valid evidence. Since the COGS correction was overturned, the revenue correction calculated based on a percentage of that COGS was also (mutatis mutandis) cancelled.

The implication of this ruling reaffirms that Taxpayers with disciplined administration and accounting (especially audited financial statements) hold a strong position against indirect audit methods. This decision serves as an important precedent that equalization results cannot automatically justify a correction if the Taxpayer can provide detailed reconciliation explanations supported by complete source documents.

The Taxpayer's victory in this dispute proves that mastering exchange rate reconciliation and inventory flow data is the primary key to overturning presumptive corrections.
